30 September has passed: what now for companies that missed KKDİK provisional registration?

The provisional period has closed. What the Ministry's latest announcement says, which situations still carry risk and which dates come next.

The date everyone talked about for months is behind us. Many companies submitted in the final weeks; some never started, and some started but got stuck along the way. Here is what has changed on the official side and which situations still carry risk — including for manufacturers outside Turkey who rely on Turkish importers.

What did the Ministry say after 30 September?

According to the announcement published by the Ministry of Environment, Urbanisation and Climate Change in the Chemical Registration System (KKS):

  • More than 42,000 registrations had been submitted by 30 September 2026.
  • KKS remains open for ongoing KKDİK and SEA (CLP) registrations and notifications, new substance registrations, dossier updates and submissions that could not be completed for system-related reasons.
  • Technical work is under way to allow tonnage updates to submitted provisional dossiers; companies are asked to wait for a new announcement.
  • A facility for extension requests for substances whose full registration date is 31.12.2026 is being prepared in KKS.
  • Registration fees must be paid within 15 days of submission; the dossier review starts after payment.
  • Work is under way on inspection procedures for manufacturers and importers with registration obligations.

Who is still at risk?

  • Companies that never started: manufacturing or importing 1 tonne or more per year without any step in KKS.
  • Companies stuck at pre-registration: a pre-SIEF (pre-MBDF) entry is not a registration.
  • Submitted but unpaid: dossiers at risk of missing the 15-day payment window.
  • Non-Turkish manufacturers whose Turkish importers did not register — your market access depends on them, unless you appoint an Only Representative.

Common sticking points after submission

We have worked on dossiers from different sectors in recent weeks. In our experience, a significant share of problems appears after the submit button is pressed:

  • "The lead registrant has added you to the joint submission" — yet the registration does not move forward. The notification does not necessarily mean the member side is complete.
  • The payment reference is higher than expected. The fee is calculated from certain company details at the time of submission; later corrections may not be reflected automatically.
  • An error list that never ends. Fixing one section can trigger new warnings elsewhere.
  • "You cannot resubmit." Re-submitting a flawed dossier is not always possible; the wrong step can lengthen the process.

Each of these has a way forward, but the right route depends on your role, the substance and the steps already taken. Before paying or attempting a new submission, have your position reviewed by a specialist.

What comes next: the full registration timeline

A provisional registration does not replace full registration. Following the amendment of 23.12.2023, the full registration deadlines are tiered by tonnage and hazard:

  • 31.12.2026 — highest tonnage bands and certain hazard classes
  • 31.12.2028 — intermediate tonnage bands
  • 31.12.2030 — 1–100 tonne bands

The tonnage band is based on the average of three consecutive calendar years; getting it wrong changes both the fee and the data requirements.

Yes. A non-Turkish manufacturer cannot register in its own name; either each Turkish importer registers, or you appoint an Only Representative established in Turkey. If your importers missed the deadline, your supply to Turkey may be at risk.
