EU REACH registration is not valid in Turkey · KKDİK requires a separate registration

KKDİK · TROnly RepresentativeFor non-Turkish manufacturers

Your Only Representative in Turkey: one registration, all your Turkish customers.

A company established outside Turkey cannot register under KKDİK in its own name. Instead, it can appoint an Only Representative established in Turkey to take on the registration — so its Turkish importers do not have to register those substances themselves. AEK Chem acts as the Turkish Only Representative for manufacturers and formulators in the EU, China, the rest of Asia and beyond.

The basics

What is an Only Representative under KKDİK?

KKDİK is Turkey's equivalent of EU REACH. A manufacturer, mixture formulator or article producer established outside Turkey may appoint a natural or legal person established in Turkey as its Only Representative (OR), to fulfil the registration obligations that would otherwise fall on its importers.

✓

Who can appoint an OR?

Only the non-Turkish manufacturer, mixture formulator or article producer — the company that actually makes or formulates the product.

✕

Who cannot?

A Turkish importer cannot appoint an OR, and neither can a trader or distributor outside Turkey that resells products it does not manufacture.

✓

What does the OR take on?

The registration obligation for the substances covered by the appointment: preparing and maintaining the registration, and keeping track of the importers and quantities it covers.

✓

What happens to your importers?

Importers covered by the OR no longer register those substances themselves. They become downstream users.

Benefits

Why manufacturers appoint an Only Representative

Appointing an OR is optional. But for manufacturers with more than one Turkish customer, or with a formulation to protect, it is usually the simplest route.

  • 01 Keep your Turkish customers Turkish importers increasingly prefer suppliers whose substances are already covered by a KKDİK registration. When you take care of it, your customers keep buying from you without extra burden.
  • 02 One registration covers all your importers Without an OR, every importer has to register the same substance separately. With an OR, one registration covers all the Turkish importers you list.
  • 03 Your formulation stays confidential You share your composition once, with your OR, under a non-disclosure agreement — not with every importer.
  • 04 Consistent dossier, classification and SDS Registration, classification and Turkish safety data sheets come from one source, so different customers do not receive different information.
  • 05 Flexibility to add new distributors When you start working with a new Turkish customer or distributor, adding them to the coverage is far simpler than starting a new registration.

Your customers' side

What changes for your Turkish importers

Once you have appointed an OR and listed them, your importers no longer register the covered substances themselves.

01

They become downstream users

The registration obligation for covered substances moves to the OR. Your importers continue with downstream user duties, such as holding an up-to-date safety data sheet in Turkish.

02

They should hold written confirmation

Each covered importer should receive written confirmation from the OR or from you: the OR's name, the substances covered and that they are listed as a covered importer.

03

Uncovered quantities still count

For an importer, the 1 tonne per year threshold is calculated by adding up the same substance from all its suppliers, excluding quantities covered by an OR. Anything not covered may still be the importer's responsibility.

04

Are you a Turkish importer?

You cannot appoint an OR yourself, but you can point your supplier to this option. Read our Turkish page for importers.

Key facts

What you need to know

Four points that are often misunderstood by companies exporting to Turkey.

01

EU REACH registration is not valid in Turkey

REACH and KKDİK are separate legal regimes. A substance registered with ECHA still needs a separate KKDİK registration for the Turkish market. Your REACH dossier is, however, a good starting point.

02

The obligation is per substance, from 1 tonne per year

The threshold applies to each substance in a mixture, not to the total weight of the mixture. That is why the first step is always a composition-based inventory.

03

"One substance, one registration"

Companies registering the same substance submit jointly. Your OR joins the joint submission and works with the other registrants of that substance.

04

The timeline is running

The provisional registration period ended on 30 September 2026. Final registration deadlines are 31.12.2026, 31.12.2028 and 31.12.2030, depending on tonnage and hazard. See our KKDİK 2026 page for details.

FAQ

Frequently asked questions

What manufacturers selling into Turkey ask us most about Only Representation.

Can our Turkish importer appoint the Only Representative?

No. Only the manufacturer, mixture formulator or article producer established outside Turkey can appoint an OR. An importer can, however, ask its supplier to do so.

Does one OR cover all our Turkish customers?

Yes. The registration for the substances in your products covers every Turkish importer that is listed with your OR. That is why your customer list and approximate volumes are settled at the start.

We already have EU REACH registration. Isn't that enough?

No. REACH and KKDİK are separate legal regimes, and an ECHA registration is not valid in Turkey. A separate KKDİK registration is needed for the Turkish market. The substance identity and classification data in your REACH dossier do make the work considerably easier.

Do you need our full formula?

Yes — a correct registration requires the composition. You share it only with your OR, under a non-disclosure agreement. Your Turkish customers do not need to see it.

Is appointing an OR mandatory?

No, it is an option. Without an OR, every Turkish importer bringing in 1 tonne per year or more of the substance has to register it itself. If you have several importers or a confidential formulation, a single OR is usually simpler and safer.

What are the deadlines? What if we missed the provisional registration?

The KKDİK transitional period for provisional registrations ended on 30 September 2026. Final registration deadlines are 31.12.2026, 31.12.2028 and 31.12.2030, depending on tonnage and hazard. Options for companies that missed the provisional period depend on the substance and the company's situation, so we recommend getting an assessment without delay.
